Schedule and venue to be announced by CSC Regional Offices
 
CSC Regional Offices (ROs) will be holding recognition ceremonies for government agencies that achieved higher HR maturity levels in the Program to Institutionalize Meritocracy and Excellence in Human Resource Management or PRIME-HRM. PRIME-HRM awardees are trailblazers in terms of revolutionizing their HR core process to empower the organization, develop individuals, and meet the demands of their clients.

Zumba and film showing
1. Online Zumba and Film Showing
1 September 2023
 
The CSC, in partnership with the Film Development Council of the Philippines (FDCP), will be hosting an Online Zumba session on 1 September. Registered participants of the Zumba activity will also gain exclusive access to selected films on the FDCP channel from 1 to 30 September 2023. The funds to be raised from the entry fees will go to the beneficiaries of the Pamanang Lingkod Bayani (PLBi) program. Registration period is from 1 to 25 August 2023.

Awards Rites
2. Awards Rites for Outstanding Government Workers
September 2023 (Indicative)
 
The awards rites for 2023 Search for Outstanding Government Workers will be held according to the schedule of the Office of the President. 
 
The Search recognizes outstanding work performance and exemplary behavior. It consists of three (3) awards categories: (a) the Presidential Lingkod Bayan Award, pursuant to Executive Order No. 508, s. 1992, is an award for outstanding work performance and contributions with national impact; (b) the Outstanding Public Official and Employee Award or Dangal ng Bayan Award is an award for performance of extraordinary act or public service and consistent demonstration of exemplary ethical behavior under Republic Act No. 6713, otherwise known as the “Code of Conduct and Ethical Standards for Public Officials and Employees”; and (c) the Civil Service Commission Pagasa Award, pursuant to Executive Order No. 292 and its Implementing Rules and Regulations, recognizes superior work performance and outstanding contributions benefiting an office, agency, community, or region.

Welcome to the 2023 Philippine Civil Service Anniversary (PCSA) Microsite!

The Civil Service Commission (CSC) will spearhead the 123rd Anniversary of the Philippine Civil Service, pursuant to Presidential Proclamation No. 1050, series of 1997 declaring the month of September as the Civil Service Month. This is in observance of the establishment of the Philippine Civil Service by virtue of Public Law No. 5 (An Act for the Establishment and Maintenance of an Efficient and Honest Civil Service in the Philippine Islands) on 19 September 1900.

In 2021, CSC introduced a 10-year overarching theme, Transforming Public Service in the Next Decade: Honing Agile and Future-Ready Servant-Heroes. The theme reflects the collective experience of the government workforce in the new normal, and in pushing for digital transformation and innovations to uphold public service excellence and continuity.

For this year, the 123rd PCSA celebration shall focus on the importance of cultivating dynamism among government workers to, in turn, foster sustainable management and strengthened organizational resilience. A bureaucracy marked by dynamic employees, sustainable management/leadership, and a resilient organization is one that can adapt to abrupt changes and is capable of withstanding difficulties without compromising on service delivery – a truly future-ready civil service, as envisioned in the 10-year PCSA Theme.

Pre-event Activity: PCSA Event Launch

The CSC held a virtual PCSA Event Launch on 7 August 2023, 10 a.m. to 12 noon, for the public as a means to engage stakeholders in the anniversary celebration. Aside from discussing the line-up of activities, the launch also featured a panel of experts to lead the discourse on relevant topics surrounding dynamism.
