It is a Simplified Electronic Guide for Disciplining Authorities, Investigator/s and members of the Investigating Committee, in the Conduct of Administrative Investigations, that is compliant with the 2017 Rules on Administrative Cases in the Civil Service (2017 RACCS).
As guide, the WINs contains relevant information and sample or reference documents/templates, and covers all the processes involved from the time a Complaint is filed (Sec. 10, Rule 3) until a Decision is rendered (Sec. 49, Rule 9). It is designed to assist disciplining authorities and/or investigator/s in handling administrative cases.
