The government is looking for public officials and employees worthy of recognition.

Exemplary government officials or employees may be nominated to the 2020 Search for Outstanding Government Workers, the Civil Service Commission (CSC) said. Nominations will be accepted until 31 March 2020.

“As the nation continues to face different challenges, we see a silver lining—an overwhelming display of heroism, bayanihan, and patriotism among Filipinos. This Search is a good opportunity to recognize state workers who have stood out in times of crisis and went above and beyond in the performance of their duties,” CSC Chairperson Alicia dela Rosa-Bala said.

All government workers in the career and non-career service, including elective and appointive barangay officials and employees, may be nominated. Posthumous nominations may be made for public servants who died in the line of duty or in the pursuit of their official duties and responsibilities as civil servants.

There are three (3) award categories under the Search: the Presidential Lingkod Bayan (PLB) Award and the CSC Pagasa Award for outstanding work performance; and the Outstanding Public Officials and Employees or the Dangal ng Bayan (DNB) Award for exemplary conduct and ethical behavior.

“These are the highest and most coveted recognition given to individuals or group of individuals who have excelled or shown utmost dedication and commitment in government service,” Chairperson Bala said.

The PLB is conferred on an individual or group for exceptional or extraordinary contributions resulting from an idea or performance that had nationwide impact on public interest, security, and patrimony.

The CSC Pagasa is given to an individual or group for outstanding contribution/s resulting from an idea or performance that directly benefit more than one department of the government.

The DNB is awarded to an individual for performance of an extraordinary act or public service and consistent demonstration of exemplary ethical behavior on the basis of his or her observance of the eight norms of behavior provided under Republic Act No. 6713, otherwise known as the “Code of Conduct and Ethical Standards for Public Officials and Employees”.

Rewards

PLB awardees are entitled to automatic promotion to the next higher position or the equivalent salary increase, subject to existing civil service rules and regulations. They shall also receive a gold-gilded medallion, plaque containing the citation and signature of the President of the Philippines, and cash prize.

Meanwhile, CSC Pagasa awardees shall be given a gold-gilded medallion, plaque containing the citation and signature of the CSC Chairperson, and a cash prize.

DnB awardees may be entitled to automatic promotion to the next higher position or receive the equivalent salary increase, subject to existing civil service rules and regulations. They shall also receive a trophy designed by National Artist for Sculpture Napoleon V. Abueva and a cash prize.

The annual Search for Outstanding Government Workers forms part of CSC’s Honor Awards Program (HAP), which aims to motivate or inspire government employees to improve the quality of their performance and instill deeper involvement in public service.
