As the nation celebrates the Association of Southeast Asian Nations or ASEAN Month this August, the Civil Service Commission (CSC) called for stronger regional cooperation as ASEAN Member States continue to cope with the challenges brought by the COVID-19 pandemic.

Following its closure due to the observance of precautionary measures and government health and quarantine protocols, the CSC Central Office (CO) will resume its operations effective 3 August 2020. 

In this regard, CSC clients who intend to visit the Central Office for certain services and transactions are advised to make appointments through the CSC’s Online Registration, Appointment, and Scheduling System (ORAS). An online photo contest for government workers seeks to use positive imagery in coping with the COVID-19 pandemic.

The Civil Service Commission (CSC) has launched a photography contest themed “Journey to the New Normal” where submitted photographs must communicate the various new norms or behavior which may effectively inspire others on how to deal with the impact of the COVID-19 situation.

In an announcement, the CSC said that the images must convey “the beauty and importance of living despite the uncertainty and discomfort brought about by the COVID-19 pandemic” and “must strongly attract the imagination of the viewer to ensure positive outlook in their hearts and minds”.

It is open to all Filipino public servants, except employees of the CSC including their relatives up to second degree of affinity or consanguinity.

The contest is ongoing, and submission of entries is until 31 July 2020 at 5 p.m. (UPDATE: The deadline of submission of entries has been extended to 21 August 2020.)

The Civil Service Commission (CSC) has urged government agencies with vacancies to participate in an online job fair to help Filipinos rendered jobless by the COVID-19 pandemic.

The CSC will be conducting the 2020 Government Online Career Fair on 14 to 18 September 2020 in partnership with JobStreet.com. Interested agencies nationwide may register until 14 August 2020. The complete registration procedure may be accessed here.

“To ensure uninterrupted delivery of crucial services to fight the COVID-19 pandemic, the Civil Service Commission has revised rules to ensure faster filling up of vacant positions resulting from promotion of those involved in providing essential services in this time of state of national health emergency.”

This was announced by CSC Chairperson Alicia dela Rosa-Bala (CSC) after the Commission issued Resolution No. 2000659 or the Interim Guidelines on Appointments and Other Human Resource Actions for the Period of State of Calamity Due to COVID-19 Pandemic.

The rule covers human resource movement for first and second level positions, including second level executive/managerial positions in the career service, and those appointed to the non-career service who are non-presidential appointees during State of Calamity. She added that the directive takes effect retroactively or on 16 March 2020, the date of the declaration placing the entire country under State of Calamity. It shall remain in force until lifted.

The conditional exemption from Section 96 of the 2017 Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA), as amended, are for health-related, social workers, and the like for agencies not previously exempt. And subject to compliance with the recruitment, selection and placement processes under CSC-approved Agency Merit Selection Plan and internal guidelines.
