Culminating the recognition and conferment of awards to the deserving public servants with outstanding contributions and display of exemplary behavior, CSC         RO VIII honored the ten (10) 2023 Honor and Awards Program (HAP) Regional Awardees, the two (2) government agencies conferred with PRIME-HRM Bronze Award and the nine (9) Government Agencies obtaining PRIME-HRM Maturity Level II in one or more HR Systems in the CSC RO VIII 2023 Pasidungog Regional Awards Rites, at Marco Polo Plaza Cebu, Cebu City on 9 November 2023.

CSC Commissioner Aileen Lourdes A. Lizada, assisted by Director IV Marilyn E. Taldo conferred the HAP awards comprised of three categories, namely: the Presidential Lingkod Bayan Award, Outstanding Public Officials and Employees or the Dangal ng Bayan Award, and the Civil Service Commission (CSC) PAGASA Award, as well as the PRIME-HRM Bronze Award and Certificate of Recognition.

The annual Search for Outstanding Government Workers forms part of the CSC’s Honor Awards Program (HAP), which recognizes government officials and employees who have displayed outstanding work performance and exemplary conduct and ethical behavior. The program aims to motivate or inspire government employees to improve the quality their performance and instill deeper involvement in public service.

Leading this year’s awardees is Mr. Joedel O. Peñaranda, Planning Officer III of the Biliran Province State University, a National Semi-Finalist, CSC PAGASA Award, who ingeniously developed “Mx Habi,” a strategic and comprehensive planning course, which enabled the BiPSUnistas seamless access to resources without disruptions of its operations and services despite the constraints brought by the pandemic.

The Presidential Lingkod Bayan Awardee is conferred to an individual or group for exceptional or extraordinary contributions that had nationwide impact. This year’s Regional Awardee is Sweetpotato Industry Enhancers, composed of Daniel Leslie Suede Tan, Marlon Magalona Tambis and Inish Chris Pilota Mesias, of the Visayas State University for the Presidential Lingkod Bayan Award (Group Category).

The Outstanding Public Officials and Employees or the Dangal ng Bayan Award, on the other hand, is conferred to an individual for performance of extraordinary act or public service and consistent demonstration of exemplary ethical behavior on the basis of adherence to the Code of Conduct and Ethical Standards for Public Officials and Employees. This year’s Regional Awardees are Mr. Rufino E. Mengote, Chief Administrative Officer, Department of Science and Technology, Regional Office VIII, Mr. Armando M. Pabon, Administrative Aide III, of the Visayas State University; Mr. Tito G. Rojas, Administrative Aide IV (Labor Foreman), City Government of Maasin; Senior Fire Inspector Alberto A. Siega, Bureau of Fire Protection Regional Office VIII; and Dr. Anabella B. Tulin, University Professor of the Visayas State University.

The CSC PAGASA Award is given to an individual or group of individuals for outstanding contributions that directly benefit more than one department of the government. Regional Awardees of the CSC PAGASA Award are Hon. Gerard Roger M. Espina, Provincial Governor, Provincial Government of Biliran; and Mr. Joedel O. Peñaranda. Planning Officer III, Biliran Province State University, for the Individual Category; VSU Peatland Conservation Advocates, composed of Hermerose E. Matutes, Judith B. Jomadiao, Lilibeth G. Miralles, and Syrus Cesar P. Decena, of the Visayas State University; and The Bukas ng Produksiyon ng Kamote sa Agham at Teknolohiya, composed of Marife M. Lacaba, Redentor S. Palencia, Nelinda T. Tan, Jonafe O. Matugas and Lemuel Kari A. Tadios, of the Samar State University, for the Group Category.

On the other hand, the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) recognizes agencies that have worked in the four core HRM systems and HRM maturity levels.  Agencies found to excel in crafting and implementing HRM systems may be conferred with the Certificate of Recognition, Certificate of Accreditation, Bronze Award, Silver Award and Gold Award.

The Bronze Award is given to agencies that were able to achieve the process-defined HRM in the four core HRM systems under the PRIME-HRM. This year, the Department of Education, Schools Divisions of Ormoc City and Eastern Samar were the PRIME-HRM Bronze Awardees.

Moreover, the City Government of Tacloban; the Department of Education, Schools Division of Biliran; the Department of Education, Schools Division of Leyte; the Department of Health Eastern Visayas Center for Health Development; the Department of the Interior and Local Government Regional Office VIII; the Eastern Visayas State University; the Municipal Government of Laoang, Northern Samar; the Municipal Government of Lavezares, Northern Samar; and the Municipal Government of Macrohon, Southern Leyte, obtained PRIME-HRM Maturity Level II in one or more HR systems and were awarded a Certificate of Recognition.

2023 Pasidungog Regional Awards Rites is a Service Excellence recognition rite in Eastern Visayas giving due recognition to the milestone, breakthroughs and accomplishment of government agencies under the Honor Awards Program and PRIME-HRM.
