With the aim to Lead Efficient, Agile, Development-Enabling and Resilient organizations, the CSC RO VIII served as an avenue of more than 600 Leaders and HRMPs in Eastern Visayas to gain insights, knowledge, and competencies in the field of human resources and organizational development, information technology, and service delivery in the 2023 Service Excellence Summit for Leaders (SESL) at Marco Polo Plaza, Cebu, Cebu City on 9-10 November 2023.

CSC Commissioner Aileen Lourdes A. Lizada graced the two-day event discussing the GSIS Retirement Updates wherein the current status of the bill pertaining to the GSIS retirement of government employees was presented.

Among the line-up of esteemed subject-matter experts were Dr. Josefina V. Almeda, Executive Director III, of the Philippine Statistical Research and Training Institute, who shared the importance of learning how to use data and analytics in order to make informed decisions, optimize performance, and drive innovation on Leaders’ Perspective to Data Analytics; Mr. Raymond C. Nuñez, Networking Security Consultant, of the University of the Philippines Diliman, delivered the topic on Cyber Security: Usefulness and Importance highlighting the practice of cyber security which is protecting electronic systems, networks, computers, servers, mobile devices, and data from hostile attacks.

Likewise, subject-matter experts Director IV Cezar R. Pedraza, of the Department of Science and Technology, discussed Artificial Intelligence and the Possibility of its Usage in the Workplace on the automation of human jobs including customer service, lead creation, fraud detection, and quality control being applied in the workplace; and Ms. Ruby M. Francisco, COO and Founder of Emovation Philippines, Inc. shared about High EI Management: Leading Under Pressure which stresses that emotional intelligence is a critical quality that spans a wide range of leadership functions that go beyond technical skills and that EI is a more in-demand necessity among leaders today.

Director IV Noreen Boots Gocon-Gragasin, of the CSC Integrated Records Management Office, focused on the Ux: The User Experience and Cx: CSC Experience on Innovations and Milestones which emphasizes that by embracing user experience (Ux) best practices and the user-centered design process, agencies save money in the long term and increase their credibility by being more transparent and that CSC experience (Cx) focuses on the presentation of the various CSC innovations and milestones that have a big impact on the delivery of services as well as the observance of good practices in the bureaucracy.

CSC RO VIII Director III Atty. Flordeliza C. Algas provided the government leaders and HR practitioners insights on the important updates from the Civil Service Commission such as Amendments to Section 4 and 34 of the 2017 Omnibus Rules on Appointments and Other Human Resource Actions, as amended, contained in CSC MC Nos. 3 and 6, s. 2023; and the CSC, DBM, and GCG Joint Circular No. 1, s. 2023, Rules and Regulations on the Grant of Night Shift Differential Pay to Government Employees.

The 2023 SESL is a continuing professional education of the Government Leaders and HR Practitioners as they play a critical role in accelerating the performance of the workplace and its staff by successfully integrating new ideas, techniques, and procedures to keep up with the fast-paced digital environment, with this year’s theme “I am a L.E.A.D.E.R: Leading and Efficient, Agile, Development-Enabling and Resilient organization”.
