The Civil Service Commission (CSC) will conduct the Career Service Examination-Pen and Paper Test (CSE-PPT) in Qatar on October 12, 2018. Interested applicants may register now until September 23.

Overseas Filipino Workers (OFWs) in Qatar who are at least 18 years old on the date of registration may apply for either the Professional or Subprofessional Level of the CSE-PPT.

To register, an applicant may secure a copy of the application form (CS Form 100, Revised September 2016) from the Philippine Embassy in Doha. The form may also be downloaded from the embassy website, or from the CSC website. The form must be filled out accurately and completely to avoid undergoing the process of correction of personal information later on.

The applicant must provide four pieces of recently taken (not more than three months ago) passport size (4.5 cm x 3.5 cm) I.D. pictures in white background, showing the applicant’s bare face (without eye glasses or any accessory that may cover facial features), and with hand-held and written name tag legibly showing the applicant’s signature over printed full name. Two of the I.D. pictures must be pasted on the appropriate spaces in the form, and the remaining two pictures must be attached on the upper left portion of the form.

Next, the applicant must register via the Online Registration System by accurately and compelety supplying the requested personal information, then secure an appointment with the Doha Embassy using the same online system.

On the scheduled date and time of personal appearance, the applicant must submit to the embassy staff the duly accomplished application form with four I.D. pictures, and photocopy of his/her valid Philippine passport (photo page only) or valid Qatar I.D. (bitika/pataka). The CSC stressed that applicants should both register online and submit the corresponding documents to the embassy for their applications to be processed.

The embassy staff will assess the application requirements and give clearance for payment.

The applicant must pay the registration fee of Php1,650 via bank or remittance/payment centers. Please direct payment to the Philippine Civil Service Commission through the following details:

Once payment has been made, the applicant must scan or take a photo of the bank deposit or payment slip and upload it via the Online Registration System. The CSC will validate the payment and confirm the applicant’s status.

Once the application is completed and status is confirmed, the applicant must log-in on the Online Registration System to generate his/her Notice of School Assignment.

The CSC stressed that only paid applicants will be processed and included in the final list of examinees for the CSE-PPT in Qatar.

After nearly two decades, the Commission has again begun holding the CSE-PPT overseas to cater to OFWs who are interested to obtain a career service eligibility, in the hope of returning and securing government employment back in the Philippines.

In 2016, the CSC administered the examination to a total of 953 OFWs in Hong Kong and Macau.

About the CSE

The CSE is a general ability test designed to measure an individual’s preparedness to enter government service.

Passers of the Professional Level will obtain the Career Service Professional Eligibility, which is appropriate for appointment to both first level (clerical) and second level (technical) positions in the government, including executive/managerial positions in the second level.

On the other hand, Subprofessional Level passers will obtain the Career Service Subprofessional Eligibility appropriate only for first level positions in the government.

The CSC clarified that a Professional or Subprofessional Eligibility is just one of the qualifications to enter government service. Education, experience, and training requirements, including competency requirements (if any), must also be met in order to qualify for permanent appointment to a government career service position.
