The Civil Service Commission (CSC) called on government agencies to step up their human resource (HR) management systems and competencies to achieve the nation’s collective vision.

At the 2019 Public Sector HR Symposium Media Briefing held 24 July 2019 at the Philippine International Convention Center, Pasay City, CSC Chairperson Alicia dela Rosa-Bala underscored the critical role of the civil service in attaining AmBisyon Natin 2040, which represents the collective long-term vision and aspirations of the Filipino people.

“Human resource is the catalyst to achieve the Filipino’s collective vision of a matatag, maginhawa, at panatag na buhay. The government cannot accomplish its desired outcomes when the civil servants are not fully capable, are disengaged, and lack a service-oriented attitude,” Chairperson Bala said.

She added, “We seek the cooperation of all agency heads and officials as we improve HR management in the public sector. We appeal for strict implementation of civil service rules and regulations because, in the end, we have a common goal to improve public service for the benefit of the Filipino people.”

Chairperson Bala said that, for its part, the CSC, as the central HR agency of the Philippine government, has aligned its programs with the goals of the Philippine Development Plan (PDP) 2017-2022, under Pillar 1 or “Enhancing the Social Fabric (Malasakit)”, which aims to ensure “people-centered, clean, and efficient governance.”

“The CSC tackles the PDP from various fronts. In terms of business processes, we have the implementation of Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act, where we actively work with the Anti-Red Tape Authority in making sure that government services are streamlined and the service providers are effective and courteous,” Bala said.

R.A. 11032, signed by President Rodrigo Roa Duterte on 28 May 2018, promises to reduce processing times of government transactions and raise the country’s ranking in terms of ease of doing business and overall competitiveness.

“In terms of HR systems, the CSC implements the PRIME-HRM, or Program to Institutionalize Meritocracy and Excellence in Human Resource Management, where we assess the recruitment, learning and development, performance management, and rewards and recognition systems of government agencies, provide technical assistance to address gaps, and recognize model agencies—all with the end to elevate the standard of HR management in the public sector from its traditional, paper-pushing role,” said the CSC official.

Under the program, the CSC has assessed 3,137 agencies, assisted 656 others, and awarded 163 for HR systems improvement by the end of 2018.

About the 2019 Public Sector HR Symposium

More than 2,000 executives and human resource (HR) practitioners gathered for the 2019 Public Sector HR Symposium on 24 to 26 July 2019 at the Philippine International Convention Center (PICC), Pasay City to learn global trends and best practices in HR.

On its seventh run, the symposium, organized by the Civil Service Commission (CSC) through the Civil Service Institute, centers on the theme “Moving Together Toward AmBisyon Natin 2040”, focusing on how to steer government agencies and build the capacities of civil servants toward realizing Ambisyon Natin 2040, which represents the Filipino people’s collective vision and aspirations.

Participants learn how HR can contribute to achieving People Centered, Clean, Efficient, and Effective Governance, one of the desired outcomes in the Philippine Development Plan 2017-2022 which is critical to laying down the foundation for inclusive growth, a high-trust and resilient society, and a globally-competitive knowledge economy.

The event showcases learnings on 21st century leaders and HR’s skills and competencies, intensifying Public Service Values drive, promoting a culture of innovation and productivity, and harnessing technology to be globally competitive in today’s technology-driven and knowledge-intensive world.

It also includes discussions on current measures to achieve seamless public service delivery and anti-corruption drives, enhancing administrative governance, engaging and empowering citizenry, Ease of Doing Business and Efficient Government Service Delivery (EODB EGSD) Act, PRIME-HRM, Results-Based Performance Management, Public Finance Management, and other accountability systems.  # # #
