With the passage of Republic Act No. 11494, also known as the “Bayanihan to Recover as One Act” or “Bayanihan 2”, the Civil Service Commission (CSC) urged government agencies to revisit and apply civil service policies that support the response and recovery measures mandated by the said law.

To augment human resources involved in addressing the COVID-19 pandemic, the CSC issued Memorandum Circular No. 14, s. 2020 or the Interim Guidelines on Appointments and Other Human Resource Actions for the Period of State of Calamity Due to COVID-19 Pandemic in July 2020.

The interim guidelines allow reassignment, detail, transfer, and designation to augment human resources involved in addressing the pandemic.

Government employees who reach the compulsory retirement age of 65 years may request extension of service for six months under specific conditions.

In CSC Resolution No. 2000002 dated 3 January 2020, the Civil Service Commission (CSC) laid down the conditions for the grant of requests for service extension. These conditions, along with the agency head’s justification of the need for the service, include completion of a program or project identified as a priority of the agency; deployment in services that have an impact on national security, safety, and national or local emergency as declared by the appropriate authority; and provision of highly technical expertise not readily available in the agency.

Three (3) government workers and photography enthusiasts emerged as the national winners of the Civil Service Commission’s (CSC) PCSA Online Photography Contest.

The winners were Mara Katrina T. Panoy of Davao City Water District (1st place for “Keep Distance”), Chelcie A. Baratas of Social Security System Lapu-Lapu, Cebu Branch (2nd place for “Improvise, Adapt, Overcome), and Vidal Jun S. Riva of Ipag National High School in Bataan (3rd place for “Kalaro”). The winners received a cash prize of PHP15,000, PHP12,000, and PHP10,000, respectively. (see winning photos here)

The national winners were selected from 704 entries from all over the country, 48 of which became regional winners.

Administrative positions were the most viewed jobs or occupations in the recently concluded 2020 Government Online Career Fair (GOCF) jointly conducted by the Civil Service Commission (CSC) and Jobstreet.com from 14 to 18 September 2020.

According to data sent by Jobstreet.com, the Top 10 Most Viewed Jobs consisted of:
1. Administrative Assistant
2. Data Encoder
3. Administrative Assistant III (Secretary II) (Internal Audit Service)

For the 120th Philippine Civil Service Anniversary celebration, the Civil Service Commission partnered once again with private sector companies to offer special treats to government workers. This is one way of thanking government workers for a job well done, and recognizing their efforts in responding to the challenges of the COVID-19 pandemic.
