In a landmark inter-agency collaboration, the Civil Service Commission (CSC) and the Bases Conversion and Development Authority (BCDA) signed a Memorandum of Agreement with Deed of Usufruct for the establishment of the CSC National Training and Development Center in New Clark City, Tarlac.
The signing ceremony, held on 13 April 2026 at the CSC Central Office, was led by Chairperson Atty. Marilyn B. Yap and BCDA President and Chief Executive Officer Joshua M. Bingcang. Joining them were Commissioner Atty. Luis Meinrado C. Pañgulayan and BCDA Legal Services Group Senior Vice President Diana Joyce N. Basco-Galera.
Under the agreement, BCDA grants the CSC the use of a one-hectare parcel of land in New Clark City for a period of 50 years, with possible extension upon mutual agreement, for the development of a dedicated complex that will serve as a national venue for training, learning, and professional development programs for government officials and employees.

Setting the foundation for a more future-ready civil service, the Civil Service Commission (CSC), in partnership with the University of the Philippines (UP) Diliman, has launched the modernization of Qualification Standards (QS) for government positions.
CSC Chairperson Marilyn B. Yap and UP National College of Public Administration and Governance (NCPAG) Dean Kristoffer B. Berse led the ceremonial rollout of the project, which aims to update the standards that serve as the foundation for recruitment, selection, placement, and advancement in government.
The QS define the minimum requirements for public sector positions and play a critical role in ensuring that the civil service is staffed by competent and capable professionals.

Expanding its institutional partnerships, the Civil Service Commission (CSC) now provides Gawad Lingkod Bayani national awardees with improved access to executive check-ups and scholarship opportunities nationwide.
Under the incentives package, awardees may avail of free executive check-ups within one (1) year from the conferment of their award. Long-standing medical partners continue to support this initiative through renewed Memoranda of Agreement (MOAs), including the Philippine General Hospital, Philippine Heart Center, National Kidney and Transplant Institute, and the Lung Center of the Philippines.
To further enhance access to health services across the country, the CSC has also welcomed new partner hospitals, expanding coverage to more regions:
•Cordillera Administrative Region: Baguio General Hospital and Medical Center
•Region I: Mariano Marcos Memorial Hospital and Medical Center
•Region VI: Corazon Locsin Montelibano Memorial Hospital; Western Visayas State University Medical Center; Dr. Rafael S. Tumbokon Memorial Hospital
•Bangsamoro Autonomous Region in Muslim Mindanao: Cotabato Regional Medical Center
In addition to medical benefits, the program reinforces its commitment to lifelong learning. Awardees—or their designated and qualified beneficiary (spouse, child, parent, or sibling)—may avail of scholarship opportunities within five (5) years from the conferment of their award.
Participating institutions offering scholarship programs include the Philippine Normal University, University of the Philippines, and Mariano Marcos State University, with opportunities available across their campuses nationwide. Interested applicants must meet the respective admission and course requirements of partner universities.
These expanded partnerships underscore the program’s commitment to making benefits more accessible, inclusive, and regionally available—enabling awardees to access health services or pursue educational advancement within or closer to their home regions.
Medical and academic institutions are encouraged to partner with the CSC in providing meaningful incentives to government workers who embody puso, dangal, at galing in public service.

In its push toward becoming a future-ready organization, the Civil Service Commission (CSC) is actively enabling its leaders to spearhead digital transformation through the right tools, skills, and strategic direction.
This commitment was demonstrated through the strategic leadership program, “Synergizing Impact: A Strategic Reboot Towards Digital Transformation for CSC Leaders,” conducted in two batches on March 16–18 and March 25–27. Through this initiative, CSC officials enhanced their capacity to translate strategy into high-impact, digitally enabled public service initiatives.

A major civil service reform is underway as new guidelines have been issued to support government agencies in transitioning from traditional, process-driven personnel management to a modern, competency-based human resource system aimed at improving public service delivery.
Through CSC Resolution No. 2600005, the Civil Service Commission (CSC) sets out comprehensive guidelines for implementing Competency-Based Human Resource Management Systems (CBHRMS). The policy serves as a reference for agencies to move beyond paper-based, compliance-focused HR practices and adopt an outcome-oriented framework anchored on clearly defined competencies for recruitment, performance management, rewards and recognition, and employee development.
Under the Resolution, agencies are expected to identify core, leadership, and technical/functional competencies to ensure that the most qualified candidates are selected for government positions. The reform ultimately aims to institutionalize competency-based HR systems across the bureaucracy.
