How is the Commission seriously consider strict adherence to the 3-step salary grade limitations Policy?

there is/are some agency/ies of the government that set aside or willfully and deliberately disregarded and violated CSC MC No. 18, s. 2016 the Policy on the 3-salary grade limitation on promotion. in some case, like in one of the Universities in the Philippines, a salary grade 4 employee was promoted to a salary grade 10, six step higher...Accordingly there was no thorough screening of applicants as she was the only one undergone the process by the PSB. As a matter of policy, applicants must undergo thorough competitive assessment of qualifications., or may be done under the table..What is the stand of the CSC on this matter?

where is the teeth of this MC 16, s. 2016 policy of the civil service commission?

Dear Mr. Lito:

Appointments issued in violation of the policy on the three salary grade limitation on promotion shall be disapproved/invalidated, as provided for in CSC Memorandum Circular No. 18, s. 2016 (now Section 97, Rule IX of the 2017 Omnibus Rules on Appointments and Other Human Resource Actions).

In your query you related the appointment of a lone applicant to a position which was six steps higher than his/her previous position. Please be informed that one of the exemptions to the three salary grade limitation rule is when the appointee is the lone applicant who meets all the requirements of the position and passed through the deep selection process.

thank you for the response. Actually, there were three applicant only that the two were not able to attend during the interview process. would that enough to say that there was deep screening process?
