Deleted One Year Performance Rating in the Present Position

Sec. 95 of the 2017 ORAOHRA provides that “an employee should have obtained at least Very Satisfactory performance rating for one year in the present position before being considered for promotion. For agencies adopting semestral rating period, one (1) rating is equivalent to two (2) performance ratings while for agencies adopting quarterly rating period, one year rating is equivalent to four (4) performance ratings.”

Our office SPMS has adopted a semi-annually or semestral rating period with performance periods from January to June, and July to December of every year.

An employee was promoted last 27 February 2017. Nevertheless, during the performance evaluation for the first semester in July 2017, she was given performance rating for the period January to June 2017. Is the said performance rating can be “consider” as one (1) performance rating in her present position though it includes actual performance in her previous position (from 1 January to 26 February 2017) prior to her promotion on 27 February 2017, and despite the fact the our agency is adopting a semestral rating period or six-month period per performance rating period?

Also, considering that our office is adopting a semestral rating period as previously mentioned, am I correct that to comply with the one year performance rating in the present position as defined under Sec. 95 of the 2017 ORAOHRA, an employee must complete at least two (2) full six-month period per performance rating period in the present position before being considered for promotion.

Hi,
Thank you for your interest in availing the services of the CSC Online Forum. Please be informed, however, that the Commission does not render rulings or opinions on matters that may eventually be the subject of a complaint or appeal. This is specially so if the materials facts are not fully substantiated as in this case.
Nonetheless, we invite your attention to Section 6 (e), Rule II of the ORAOHRA which provides that " for appointment by promotion xxx, the Performance Rating/s of the appointee in the present position for one (1) year prior to the date of assessment or screening, which should be at least Very Satisfactory, shall be required." In your case, since you are rated on semestral basis, the rating period shall consist of two rating periods prior to the date of assessment or screening.
