Good day!

As to your third query on whether the CSC is not complying with RA 11032, Sec. 3 thereof amending Section 3 of RA 9485 states:

"Sec. 3. Coverage. - This Act shall apply to all government offices and agencies including local government units (LGUs), government-owned or controlled corporations and other government instrumentalities, whether located in the Philippines or abroad, that provide services covering business and nonbusiness related transactions as defined in this Act."

Please note that the CSC is a constitutional commission not covered by said law. However, please be informed that all transactions or actions taken by the Commission are covered by specific periods as prescribed by its internal rules. Thank you.
