Greetings!

I have a clarification with regard to the revised qualifications for legal assistant 2. Pursuant to CSC Memorandum Circular No. 16,s. 2016 under the educational qualification it states that LAW is one of the degree's an individual must possess to qualify for the said item. I'd like to know if finishing 2nd yr in law would be sufficient to qualify for the position. Since in my humble view finishing such number of units in law school would make one more knowledgeable to execute and perform the tasks that the position entails compared to having a degree in political science.

With deep gratitude I sincerely hope to hear a positive response the soonest time possible.

As regards your query on the qualification standards for the position of Legal Assistant II, your attention is invited to the provision of Civil Service Commission Memorandum Circular No. 16, s. 2016 (Revised Qualification Standards for Legal Assistant I and Legal Assistant II Positions and Qualification Standards for Legal Assistant III (SG 14) Position dated July 22, 2016, thus:

“Legal Assistant II

Education : BS Legal Management, AB Paralegal Studies, Law, Political Science and
other allied courses

Experience : None required

Training : 4 hours of training relevant to legal work, such as legal ethics, legal research and writing, or legal procedure

Eligibility : Career Service Professional/Second Level Eligibility”

Under the above provision the Law degree is one of the enumerated degrees on the education requirement.

Thank you for the response I greatly appreciate it.

Just to clarify, based on the enumeration for the educational qualification, to wit; BS Legal Management, AB Paralegal Studies, Law, Political Science and
other allied courses, among these, Law is considered to be a graduate study since you need to be a holder of any bachelors degree to be qualified to enroll as a law student, unlike the other mentioned courses. Thus for clarity, does someone need to be a graduate of LAW, in order to qualify, or is it sufficient that he/she is a holder of any bachelors degree and is currently enrolled as a 3rd year law student or have at least completed more than 72 units of related studies such as legal writing, legal research, legal procedure etc.

Please be informed that as a matter of policy, the Commission refrains from rendering an opinion on matters that may be brought before it in the future by way of a complaint or an appeal.

Nevertheless, the Commission would like to clarify that the Legal Assistant II position is a second level position. As such, the applicant must be a degree holder on any of the specified educational requirement prescribed. Further, no such qualification was made as regard to the law degree, so it construed to the effect that the applicant must have finished the said degree.
