An applicant submitted his application letter, PDS and other pertinent document to HR of one of the GOCCs in Mindanao. The Manager noted the application for inclusion in the screening on 8/30/17 and the HR acknowledged receipt of it. The deliberation was conducted last August 30, 2017. We found out that the application was not included in the screening and his name was not among the list of applicants considered by the committee as evidenced by a certification obtained from the company. Do we have rules that provide equal opportunity to all applicants and that it prohibits dropping names intentionally?
