Voluntarism
is service freely and willingly given without any compensation or reward. It is a gift from the heart. An act regarded as public service at its finest.
THE SPIRIT OF 100 HOURS - ALAY SA BAYAN PROJECT
"The Spirit of 100 Hours" is our gift of time and commitment to the Philippine Centennial. It aims to encourage employees in government to render at least 2 hours of voluntary service in his area of work or in his community, on activities of his/her own interest, talent and time.
Employees may further harness their interests, talent and expertise in their areas of work through voluntary service, hence, finding more personal satisfaction and fulfillment. On the other hand, participating government agencies may tap future leaders among their volunteers who were able to balance public service with community involvement.
COMPUTATION OF 100-HOUR SERVICE
If an employee could render 2 hours of voluntary service per week in 52 weeks, he could provide 100 hours of free service in a year. Therefore, even if only a tenth of all the government's 1.2 million employees can be encouraged to render 100 hours of service per year, that could provide twelve million additional person-hours of service to the people.
FORMAL LAUNCHING OF THE PROGRAM
"The Spirit of 100 Hours" was formally launched on February 28, 1996 at the Civil Service Commission, Diliman, Quezon City.
VOLUNTEER QUALIFICATIONS
All officials and employees of the government, whether permanent, temporary or casual may qualify.
MEMBERSHIP
An employee may enlist his/her name with the Volunteer's Action Center (VAC) in his agency.
A Volunteer's Action Center is a desk or space that is provided by the agency to serve as Volunteers exchange and update center. It houses records, materials and other resources of the Volunteers.
VOLUNTARY SERVICES
A Volunteer may render voluntary services in the following areas:
his/her area of work
in other offices of the government
in his/her barangay, municipality, city, province
in disaster/calamity-stricken areas
in any place where services may be needed
in his/her home
The following may be considered voluntary services:
In the Office:
consultancy service(medical, academic, training, etc.)
tree planting
facilitating (conferences, seminars, trainings, etc.)
technical assistance (training programs, seminars, spiritual gatherings, etc.)
membership in office choral/dance troupe
others as may be applicable, needed or necessary
In the Community:
bible sharing and other church services
tree planting
relief goods distribution
rescue operations
cleanliness and beautification activities
traffic enforcement
election poll watching
conducting census
health care administration
blood donation
sportsfest coordination
barangay fiesta program coordination (municipality/city/province)
firefighting
garbage disposal
others as may be necessary/needed
In the home:
sharing home with street children
sharing home with orphans
VOLUNTEER'S SERVICE TRACKING SYSTEM
Volunteers may report to the Volunteer's Action Center in his agency any services (official, civic or religious activities) that he has undertaken in a particular day, week or month. The report could be verbal or written. In cases of big events, it may be accompanied by a certification from the barangay chairman in case of a community service; a church leader in case of a religious activity and an NGO head in case of a civic undertaking.
The VAC maintains a record of each individual volunteer. The number of hours reported by them shall be deducted from their 100 hours target for the year, until the whole of 100 hours shall have been consumed.
LINKAGES
Volunteers of a particular agency may link-up their activities with volunteers of other agencies (government or non-government organizations). Communication lines with other agencies may be kept open for exchanges of ideas and activities to better implement their respective projects. This will pave the way for a more friendly interaction between agencies.
TRAINING PROGRAMS
Volunteer Management Training Programs and other relevant programs like disaster preparedness, etc, shall be developed and conducted to equip Volunteers with the skills and competence needed in carrying out their tasks. This may be undertaken with the help of NGOs and other agencies who are experts on the matter. All registered volunteers will be given equal opportunities to undergo training and orientation courses.
INFORMATION AND UPDATES
A bulletin board may be provided by the agency exclusively for use of the Volunteers. It will be used to provide information and updates on the activities of the agency which may need voluntary services/contributions for the information and guidance of those who may be interested. This will also serve as medium of communication among Volunteers. Ideas and suggestions on voluntarism may also be posted.
INCENTIVES
A bronze pin engraved with "The Spirit of 100 Hours" shall be given to those who have completed the 100 Hours volunteer work. However, an Agency may also set up on incentive scheme that may be given to its volunteers. Said scheme may include provisions for those who have rendered services in excess of 100 hours.
