Personnel Policies and Standards Office
GENERAL FUNCTIONS:
Formulation and periodic review of career systems and standards within the context of the merit and rewards policies
of the various closed and open career systems.
- Development of policies, setting-up of strategic guidelines and procedures relative to recruitment, qualification
standards and merit system.
- Development of policies and guidelines on position classification and compensation including standards for the
establishment, allocation and reallocation of pay scale, classes and positions in collaboration with the Department of
Budget and Management.
- Establishment of policies and programs and mechanisms relative to human resource management and provides
assistance to agencies on matters related to personnel systems and standards.
- Enhancement of policies/programs relative to career systems through the conduct of personnel inspection and
audit.
- Perform related tasks such as research, policy review and formulation, program development, monitoring, external
relations and networking, rendering technical assistance to requesting agencies, and other special projects.
DIVISIONS
AUDIT AND POSITION CLASSIFICATION AND COMPENSATION DIVISION (APCCD)
- Review policies and standards on personnel inspection and audit;
- Undertake audit functions when necessary to enhance existing policies/programs relative to career systems;
- Enhance policies, guidelines and procedures in the accreditation of agencies to take final action on appointments;
- Collaborate with DBM and other relevant agencies on the development of policies, guidelines, and procedures relative
to position classification and compensation;
- Render opinions and rulings relative to accreditation, and position classification and compensation program; and
- Perform other related functions
PERSONNEL SYSTEMS STANDADS DIVISION (PSSD)
- Develop policies, guidelines, and procedures relative to personnel systems such as performance evaluation, incentives
and rewards system, and grievance machinery;
- Render opinions and rulings relative to the above-mentioned personnel systems and standards;
- Render technical assistance relative to the development and administration of personnel systems in departments and
agencies; and
- Perform other related functions.
QUALIFICATION AND SELECTION STANDARDS DIVISION (QSSD)
- Develop policies, set-up strategic guidelines and procedures relative to recruitment, qualification standards, and
merit system;
- Render opinions and rulings relative to recruitment and selection, qualification standards and promotion system;
- Render technical assistance relative to the administration of recruitment and selection system and qualification
standards; and
- Perform other related functions.
