Office for Planning and Management Information System
GENERAL FUNCTIONS:
- Formulate, monitor, evaluate and update development plans, programs and projects of the Commission;
- Undertake research and studies on the different aspects of public personnel management;
- Formulate and implement policies, standards, rules and regulations pertaining to personnel administration, information and communication technology, and electronic interconnectivity/operation in the civil service;
- Serve as data and information resource center of the Commission for management planning, policy formulation and decision-making;
- Carry out a continuing program of organizational review for improving organization performance and strengthening program direction and management; and
- Provide technical support and assistance on matters resulting from various external linkages and commitments of the Commission.
DIVISIONS
INFORMATION TECHNOLOGY DIVISION
Specific Functions
- Design and develop applications/ information systems based on the needs of the Commission and as requested by the different offices;
- Review and enhance application systems;
- Prepare systems documentation and user’s manuals;
- Integrate related systems and databases;
- Develop and recommend appropriate IT policies, rules and regulations, plans and standards;
- Conduct assessment of hardware, software, network, operations and systems application;
- Coordinate development of all IT related activities in the Commission and ensure the implementation of an integrated IT development program and standards;
- Provide necessary IT interventions to help increase office staff efficiency and effectiveness;
- Upload data transmitted by offices;
- Administer and maintain the Commission’s IT facilities for the operation of the Data Center, Mamamayan Muna in Action/Service Center, and intranet/internet facilities;
- Perform other related functions
PLANNING AND PROGRAMMING DIVISION
Specific Functions
- Assist the Commission in the formulation of CSC long-range and annual plans;
- Monitor and evaluate annual work programs and accomplishments
- Assess annual CO/CSROs work programs against the over-all CSC Strategic Plan
- Monitor and consolidate the monthly CSROs operations report and CO accomplishments report
- Evaluate /assess the year-end performance of the COs/CSROs and prepare ranking of the top three performing COs/CSROs;
- Provide technical support to the different CSC offices in the preparation of the annual work program;
- Prepare the annual CSC Performance Commitment for submission to DBM and Congress;
- Conduct CSC conferences
- Prepare proposal
- Provide secretariat services;
- Work closely with the Budget Division (OFAM) in programming and budgeting activities;
- Prepare year-end and other reports for submission to higher authorities/other agencies;
- Upload data transmitted by offices;
- Perform other related functions
RESEARCH AND STATISTICS DIVISION
Specific Functions
- Coordinate with other CSC offices to develop and maintain a targeted research agenda for personnel management programs;
- Conduct special studies on CSC programs’ effectiveness and efficiency, and carry out analyses of management improvements. The division shall coordinate these efforts with concerned CSC offices as appropriate;
- Collect data, manage database, and conduct data analysis ;
- Design system requirements for development of ITD;
- Manage databases for information, research and other purposes;
- Maintain appropriate linkages with other government agencies as well as private entities on matter related to personnel research and information;
- Provide technical support to other CSC offices by creating and managing custom databases for their own researches and project; and by performing statistical analyses of their survey results;
- Perform other related functions
