The Commission believes that the challenges of our rapidly changing millieu can best be borne by having human resources who are prepared for tomorrow’s jobs. Put a little differently, we have a better chance of surviving the rough tumbles of the 21st century if we have people cultured in excellence. With us moving increasingly towards a globalized economy, a borderless but competitive world, the demand is on us to nurture a culture of excellence in human resource development.
The bureaucracy is not, at all an exception to this rule. In fact, there is no other place in the world where the need to nurture a culture of excellence is readily more apparent than in the government. As the primary deliverer of basic service, it directly relates with the social environment. This is inevitable if it wants to stay relevant and effective.
And since today’s world puts a great premium on excellence, expressed in terms of an innovative, well-motivated and a highly-productive workforce, the government has no other recourse but to infuse and nourish the value of excellence among its human resources and using the President’s call "to pole vault". The stake is simply too high for government not to do anything or be satisfied with good enough.
In our effort to institutionalize HRD as a strategic tool for achieving national development goals through competent and skilled civil servants, the Commission rationalizes the provision of employee developmental opportunities across all branches and agencies of the government through various HRD interventions such as training and scholarship programs for all employees at all levels and ranks in the civil service.
