EXCELLENCE
A recruitment strategy to draw honor graduates and topnotchers of government examinations into the civil service. In its first two years of operation, 57 have been recruited into the government.
Established in 1993 to complement professionalization policies, it principally seeks to give educational opportunities to state employees toward upgrading their know-how through formal education.
There are three types of scholarships being administered:
1. Master's Degree Program
2. Bachelor Degree Completion
  3. Skilled Workers. Skills Upgrading Courses
To date, the Commission has sent 1,978 government workers to graduate school, 4,467 skilled workers to short-term courses, and 208 were provided the chance to finish college.
had made possible the training of 10,464 government workers nationwide over the past three years. The DLP has enabled state workers to undergo training without having to leave their respective work stations, a cost-saving strategy without prejudicing continuing manpower development.
The project, The Silverlinings in the Bureaucracy: Images of Creativity, Ability and Dignity, is an attempt to chronicle the brave steps of reform, acts of quiet dignity and commitment, and the iron-will to make a difference.
