ETHICS |
| This was launched in 1994 through CSC Memorandum Circular No. 3, s. 1994 to address the need for behavioral reforms in government service , specifically the manner state workers deal with clients. Both a courtesy campaign and a client satisfaction mechanism, it hopes to imbibe among civil servants prompt, courteous and efficient service. |
| Program components are: (1) Gantimpala Agad Awards through which employees are immediately recognized and given incentives for their courteous, prompt and efficient service, and (2) Bilis Aksyon - a process of resolving grievances against government employees for discourtesy, red tape, failure to attend to clients promptly on public transactions and other similar acts. To date, there are 2,826 Bilis Aksyon Partners in 2,741 agencies nationwide, handling Mamamayan Muna matters as CSC counterparts. |
| Support systems are: (1) Regional Mamamayan Muna Action Center in each CSC Regional Office, (2) Mamamayan Muna Call Center at the CSC Central Office with hotlines open 12 hours a day (7:00 a.m. - 7:00 p.m.) Mondays thru Fridays, (3) Mamamayan Muna Drop Box 724 installed at the gate and other conspicuous places in government agencies to provide a 24-hour means for the public to give their feedback, and (4) Mamamayan Muna sa Himpapawid - a radio program aired on Mondays, 9:00-10:00 a.m. over DZRB-Radio ng Bayan to address issues/concerns of both public servant and private citizen by featuring the different programs and activities of government agencies. |
| To date, 17,756 reports have been received and acted upon. 8,003 were complaints and requests for assistance while 9,753 were commendations for good services rendered. |
B. Values Orientation Workshop (VOW) |
| Adopted as a continuing intervention program pursuant to RA6713 or the Code of Conduct and Ethical Standards for Government Officials and Employees, it aims to reorient government employees towards a common set of positive values. |
| Made part of the annual CSC Honor Awards Program in 1990 pursuant to Section 6 of RA 6713. It is conferred annually to government employees who have been paragons of the highest standards of ethics. To date, 114 state workers have received this special award. |
