The CIVIL SERVICE COMMISSION (CSC) announces the conduct of the competitive examination for the:

Local Scholarship Program for
MASTER'S DEGREE COURSES

(LSP-MDC) for the School Year 2009-2010.

Acceptance of applications is on a first-come, first-serve basis. Though deadline for filing of applications is set, the Commission may, at any time, declare it earlier, as soon as a sufficient number of applications have been received and accepted.

I. The LSP-MDC Examination System

The LSP-MDC competitive examination consists of two (2) stages:

Stage 1 (Written Test) -

The test is designed to measure basic competencies required for graduate work. It is a test of verbal ability, analytical ability, numerical ability, managerial ability, and general knowledge on the Philippine Constitution, human rights, work ethics (RA 6713) and environment protection.

 
Stage 2 (Interview) -

Those who pass the written test shall qualify for the interview. Only those who pass the interview shall:


    (i) 

For those with post graduate units and/or on thesis writing – proceed to continue with their studies under the terms and conditions of the scholarship; and

    (ii) 

For those without post graduate units, or those who have not started with a graduate degree/course – proceed to take the qualifying requirements of the school where they wish to pursue graduate studies in the field relevant to the needs or mandate of the agency.

   

In both cases, the grantee shall be entitled to a maximum of one (1) year scholarship grant to pursue a master’s degree.

 

 

II. Admission Requirements

The following may be admitted to the Program:

A. Government employees who possess the following qualifications:

  1. Nominated by the agency head;

  2. Holder of a Bachelor’s degree from a college or university recognized and/or accredited by the Commission on Higher Education (CHED);

  3. Holder of a permanent status of appointment for three (3) years at the time of application;

  4. With performance rating of at least ‘VERY SATISFACTORY’ for the last two (2) consecutive rating periods prior to the date of filing of application; and

  5. In good health and physically and mentally fit to perform the rigors of graduate studies.

B. Government employees who have pending administrative case/s at the time of filing of application may apply. However, should they be later found guilty of an administrative offense, the scholarship grant, if any, is deemed automatically revoked. Hence, they shall refund to the Commission and to the agency the actual amount paid for the grant, including salaries, allowances and other benefits.

C. Government employees who have earned master’s units or have completed the required academic units and are on thesis writing who wish to complete the original course, or to pursue another course.

D. Government employees who have availed of short-term course, whether local or foreign, provided that they have completed the service obligation, unless no service obligation is required for the availed scholarship.

E. Coterminous government employees, provided that the service obligation will be met within the term of office of the concerned employee; and provided further that the employee is not related to the agency head, within the 4th degree of consanguinity or of affinity.

III. Who are Disqualified

The following are disqualified from the scholarship program:

A. Government employees who have earned master’s degree;

B. Government employees who have been found guilty of any offense in the past three (3) years prior to the date of filing of application; and

C. Dismissed government employees.

IV. Application Requirements

A. Properly accomplished application form (CS Form 101-B Revised March 2006);

B. Four (4) copies of identical 1 1/2” x 2” ID pictures with full name tag, taken within the last three (3) months prior to the date of filing of application;

Note: Scanned, photocopied or cutout pictures, and pictures without name tags are strictly not accepted.

C. Original and photocopy of one (1) valid ID card such as Company/Office, SSS, GSIS, PRC, Postal and Barangay ID cards, Driver’s License and Valid Passport bearing the applicant’s picture, date of birth (if available), signature, and the signature of the issuing agency’s head or his/her authorized representative;

D. Photocopy of performance rating for the last two consecutive rating periods prior to application;

E. Photocopy of diploma, or certificate of graduation in the baccalaureate degree from the school where the applicant graduated;

F. Service record for the last three (3) years; and

G. Medical certificate indicating the good health, physical and mental fitness of the applicant to perform the rigors of a graduate study.

V. Application/Examination Fees

No application or examination fees shall be collected.

VI. Where to Secure and File Application Forms

  • Application forms are available at any CSC Regional or Field Office, or may be downloaded from the CSC website www.csc.gov.ph.
  • Applicants from Metro Manila may file their applications at the CSC National Capital Region Office located at 25 Kaliraya cor. Cordillera St., Doña Josefa, Quezon City; or at any CSC Field Office in Metro Manila.
  • Applicants in the provinces should file their applications at the CSC Regional/Provincial/Field Office nearest the examination center where they wish to take the examination.
  • Applicants in the provinces should file their applications at the CSC Regional/Provincial/Field Office.

VII. What to Bring on Examination Day

A. Notice of Assignment / Application Receipt

B. Blue or black ball pen

C. Lead (black) pencil

D. Valid ID the photocopy of which was attached to the application form
