ACCOMPLISHMENTS
CHANGE MANAGEMENT
- CSC-PIDS Orientation/Training Sessions and Pilot Test Activities were conducted in three (3) sites:
- Luzon Group : Central Office - May 7-9, 2007
- Pilot Sites : PNP,BSP,UP
- Mindanao Group : Davao City - May 29-31, 2007
- Pilot Sites: Tagum,Digos,Davao City
- Visayas Group : Cebu City - June 18-20, 2007
- Pilot Sites: North Cebu,South Cebu,Negros Oriental
The objective of the program is to orient CSC employees on the CSC-PIDS Project as well as develop appreciation, enthusiasm and support for the successful implementation of the project.
SYSTEM DEVELOPMENT COMPONENT
- CSC-PIDS regional implementation started at CSC-NCR, CSCRO 7 and CO-OPMD in September 2007 followed by the remaining 14 Regional Offices in November 2007;
- Partial report on the status of CSC-PIDS implementation reflected the following problems/errors:

| 1. Connectivity (i.e. frequent
disconnection, display of undefined characters) |
The initial assessment of the
contractor, DCI, was local network problem/Internet connectivity/virus
infection.
DCI checked/inspected the Virtual Private Network
(VPN) connections. Series of evaluation and testing are still being
conducted.
Meanwhile, CSC recommends that CSC ROs and FOs Internet connection be
upgraded to wireless broadband internet connection (SmartBro) for
stability in connection.
On the possibility of a computer virus, CSC is proposing the purchase of a corporate account on anti-virus software.

2. Data problem (Incomplete Civil
Servant Record and Reference tables) |
The contractor, DCI, inspected and
evaluated the databases to check on the clarity and reliability of
data.
CSC started the cleaning-up of data on nature/status of appointment, agency name, salary schedule, position title, etc.

| 3. Slow search facility and non-working
buttons |
System upgrades were previously
installed.
CSC has reported the problem to the contractor, DCI, for further
evaluation.
The purchase of a wireless broadband internet connection (SmartBro) to replace the slow dial-up internet connection, may improve the search facility.

- The performance of the database is being evaluated and changes are effected relative to the results of the pilot test activities and the on-going system implementation;
- The Application System was also revised considering the results/ suggestions and comments which were gathered from the pilot test.
IT TRAINING
- IT programs/courses were conducted from January 2007 to July 2007, to upgrade capabilities of CSC technical personnel relative to management and maintenance of the CSC-PIDS:
- Java Programming/WEB/J2EE
- PHP/My SQL
- Fedora Core 5
- VPN/FIREWALL
- Oracle 10 g
- SOLARIS 10
- Joomla
- Jasper Reports
INFRASTRUCTURE BUILD-UP COMPONENT
- Network cabling at the CSC Regional Office and Central Office have been completed on February 2007 and August 2007 respectively;
- DBP-DCI had installed and tested the Infrastructure devices at the CSC premises on July 16, 2007.
- CSC-PIDS equipment (scanners, modems, printers) were delivered to the CSC Regional Offices on April 30, 2007.
- Heads of Regional Offices were advised to distribute the said equipment to their respective Field Offices on May 29, 2007 thru OPMIS Memo No. 325, s. 2007.
PHASE 3 – Development, Installation and Maintenance of the Government Human Resources Management Information System (GHRMIS)
- Equipment (servers and computers) were delivered, inspected and accepted by CSC on May 11, 2007
- Twenty unit desktop computers were already distributed to the respective CSCROs.
