Accreditation Programs
One way of empowering the bureaucracy is by granting accreditation. Through the HRDO, the Commission grants the different accreditation programs:
Accreditation of Government Agencies to Take Final Action on Appointments
  Have you toyed the idea that someday your agency will be freed from the burden of having its appointments attested by the CSC?
  Now, it’s no longer a dream. Through the CSC Accreditation Program, appointments issued by your agency need not be submitted to the Commission for approval. Once an appointment is issued, it is considered final.
  And what will an agency benefit from this Program?
  Well, the processing time of an appointment will be shortened.
  On the part of the appointing authority, it is a prestige that his/her agency is accredited since it reflects of his/her excellence in terms of compliance with CS Law and rules, standards and policies on appointments.
Accreditation of Training Institutions
  Do you operate a training institution or organization either government or private? Does it offer regular training programs exclusively for, or with the participation of, government employees?
  If so, we would like to recognize your efforts and capabilities and your dedication to the training and development of people by giving your institution the accreditation it really deserves.
  Once you qualify for accreditation, your training institution shall be recognized as accredited training institutions whose training and development programs shall be deemed automatically accredited. Thus, relevant trainings attended/completed by a government employee may be used to satisfy the training requirements for qualifying in civil service positions.
Accreditation of Employees’ Organizations
  Would you like to ask for more benefits and have them approved by management?
  Well, it’s easy once you have a Collective Negotiation Agreement (CNA).
  But CNAs can only be achieved if your employee organization is already accredited by the Commission for you will have the following rights:
    the right to be the sole and exclusive representative of the rank-and-file to the agency
    the right to enter into a Collective Negotiation Agreement with management
Accreditation of Trainers
  The Commission grants accreditation to successful graduates of TTVOW, TALAB and SDC. As an accredited trainer, he/she is authorized and tapped to handle the respective training sessions or become the resource speaker/facilitator of VOW, ALAB and SDC trainings.
