Scientific & Technological Specialist Eligibility

granted under Presidential Decree (PD) No. 997.

Conferred on scientific & technological specialists as defined under Section 1 of the 1989 Revised Rules and Regulations Implementing the Provisions of PD 997 who fully meet any of the following requirements/qualifications:
-
At least three (3) years of continuous experience in research and/or teaching in the pertinent field, which may include specialized training in research, or teaching experience at the college level in one’s  major field or field of specialization, or completion of a patented     invention; or 
-

Have earned a master’s or doctorate degree in any of the fields of study enumerated in Section 1 of the 1989 Revised Rules and Regulations Implementing the Provisions of PD 997.

The term “Scientific and technological specialist” shall refer to a person who has completed any bachelor’s degree from a college, university or institution of recognized good standing with major or specialization in any of the following fields of study listed under Section 1 of the 1989 Revised Rules and Regulations Implementing the Provisions of PD 997:
a.
Applied Sciences

Agricultural Science – Agronomy; Animal Husbandry; Plant Breeding; Plant Physiology; Plant Pathology; Soil Science; Horticulture; Plant Entomology; Fisheries (S & T)

Food Science – Food Technology

Medical Science – Physiology; Parasitology
b.
Biological Sciences – Botany; Zoology; Biology (S&T); Microbiology; Paleontology; Ecology;   Physical Anthropology
c.
Biophysical Sciences – Biophysics; Biochemistry; Health Physics;  Environmental Science

d.

Physical Sciences – Physics; Meteorology; Geophysics; Geochemistry; Astronomy; Seismology; Archeology; Astrophysics; Oceanography

e.
Engineering Sciences – Nuclear Engineering; Geothermal Engineering; Textile Engineering;  Ceramic Technology
f.
Mathematics – Pure and Applied Mathematics including Statistics

Appropriate for first and second level positions in the government not covered by Bar/Board/other special laws.

General Requirements:

1.
Properly accomplished Application Form (CS Form 101-A, Revised 2005);
2.

Three (3) pieces of identical I.D. pictures with specifications, as follows:

 
a.

1” x 1” size

 
b.
Printed on quality photo paper
 
c.
Must show the subject applicant in standard close-up shot (from shoulder level up with the name tag below the chin);
 
d.
With full name tag
   
-
The name tag must show the applicant’s complete name in any of the following proper order/format:
     
First Name-Middle Initial-Last Name-Extension Name (if any); or  
     
Last Name-First Name-Extension Name (if any)-Middle Initial.  
   
-
The name tag should not be computerized/computer-generated/computer-inserted, meaning, the  applicant should have his/her picture taken while holding his/her written name tag.
 
e.
Taken within the last three months prior to filing of application
 

NOTE:  The following pictures are NOT accepted:

     
-
Scanned, computer-enhanced, photocopied, and cut-out pictures;
     
-
Pictures showing subject applicant not in standard close-up shot (lower than shoulder level; please see item 2c of General Requirements);
     
-
Pictures with the name on the name tag not written in proper order/format;
     
-
Pictures with incomplete and/or computer-generated name tag; and  
     
-
Pictures without name tag.  
3.
Original and photocopy of any of the following I.D. cards, which must be valid (not expired) upon filing of application, and bears the applicant’s name, picture and signature, and the issuing officer’s name and signature:
 
a.
Office/Company/School I.D.
 
b.
GSIS I.D. (with signature of the applicant)
 
c.
SSS I.D.
 
d.
Driver’s License
 
e.
PRC License
 
f.
BIR I.D. (ATM/card with picture type)
 
g.
Voter’s I.D.
 
h.
Barangay I.D.
 
i.
Postal I.D.
 
j.
Passport (with signature of the applicant)
 
k.
Police clearance (with picture)
      NOTE:   Any other I.D. card NOT included in the above list shall NOT be honored/accepted.
4.
Original and photocopy of Birth Certificate of the applicant authenticated/issued by the National Statistics Office (NSO);
5.
For female married applicants, original and photocopy of Marriage Certificate of the  applicant authenticated/issued by the NSO; and
6.
If filing of the application is coursed through a representative:
 
a.
Authorization letter executed by the   applicant; and
 
b.
Original and photocopy of at least one (1) valid I.D. card of the representative as listed under Item no. 3 hereof.
Specific Requirements:
1.
Duly certified service record or certification of employment that includes a statement of the head of office/school regarding his/her assessment of the applicant’s research or teaching proficiency;
2.
Original and photocopy of Transcript of Record and Diploma;
3.

List of subjects taught/being taught indicating the course number, descriptive title, and duration of teaching of the subjects duly certified by the dean or any school authority. For applicants who are teaching/have taught in college or graduate level, include only subjects relevant to the desired eligibility; and

4.
Other documents, such as:
 
-
Published research paper/technical reports for concluded scientific research, or progress reports for researches still in progress. The reports must be certified as true copy by authorities to whom the original copies were submitted; and
 
-
Certification of research proficiency indicating the title of scientific research project/s the applicant has participated in and the duration and nature of participation and/or responsibilities of the applicant in the   research project.
WHERE TO FILE APPLICATIONS FOR PD 997 ELIGIBILITY
Properly accomplished CS Form 101-A (Revised 2005), together with the pictures and requirements, must be submitted to the DOST Secretariat, Bicutan, Taguig City, or its regional offices.
Approved applications shall be endorsed by the PD 997 Committee to the CSC Central Office, Batasan Hills, Quezon City for the processing and issuance of the Certificate of Eligibility.

NOTE:   While filing of application may be coursed through a representative, the applicant shall be required to appear personally before the CSCRO for the proper issuance and acceptance of the Certificate of Eligibility, should the application be approved. Representative/s shall not be allowed to receive the Certificate of Eligibility on behalf of the applicant-grantee.
