A N N O U N C E M E N T

The CIVIL SERVICE COMMISSION (CSC) announces the Revised Guidelines in the Acceptance and Processing of Applications for Veteran Preference Rating (VPR).

In coordination with the Philippine Veterans Affairs Office (PVAO), the Examination, Recruitment and Placement Office (ERPO), as the office of the Commission in charge in the conferment of eligibility under the VPR, adopts the following guidelines and procedures in accepting and processing of VPR applications:

I. THE VETERAN PREFERENCE RATING (VPR) ELIGIBILITY GRANT

Part of the Civil Service Commission’s (CSC) regular services is the grant of eligibility under special laws. One of these eligibilities is the Veteran Preference Rating (VPR) that is granted pursuant to Executive Order (EO) No. 132/790. Under the VPR, ten (10) points are added to the failed examination rating of a veteran, his/her spouse, or any one of his/her children to pass the examination.

II. DEFINITION OF “VETERAN” FOR PURPOSES OF THE VPR GRANT

For purposes of the VPR grant, a “veteran” is defined pursuant to CSC Memorandum Circular No. 8, s. 2006, as follows:

“a ‘veteran’ shall include any person who has served in the regularly constituted Armed Forces of World War II or in the non-regularly organized unit in the Philippines during World War II and whose services are duly recognized by the Government.”

III. APPROPRIATENESS OF VPR ELIGIBILITY

  1. The appropriateness of eligibility depends on the kind/level of examination to which the VPR is applied.

  2. The VPR may be applied to the failed rating of the following examinations:


    1. Career Service Professional
    2. Career Service Sub-Professional
    3. Fire Officer
    4. Penology Officer

IV. WHO ARE QUALIFIED TO AVAIL OF VPR

Considering the definition of “veteran”, the following individuals are qualified to avail of the VPR grant:

  1. The veteran himself;
  2. The veteran’s spouse; or
  3. Any one of the veteran’s children.

V. DISQUALIFICATION

The following are disqualified from availing of the VPR grant:

  1. Veterans not falling within the definition of a “veteran” for purposes of the VPR grant; and

  2. Relative/s of the veteran other than the spouse and children.

VI. APPLICATION REQUIREMENTS

  1. Properly accomplished Application Form (CS Form 101-A, Revised 2005);

  2. Three (3) pieces of identical, recent 1x1 picture with full name tag (first name, middle initial, last name, and extension name, if any);

    Note:

    Scanned, computer-generated/enhanced, photocopied and cutout pictures; pictures with computer-generated or incomplete nametag; and pictures without nametags are not accepted.


  3. Original and photocopy of at least one (1) valid ID with name, picture and signature of the applicant, and signature of the issuing officer (i.e. Driver’s License, BIR ID, GSIS/SSS ID, Postal ID, Voter’s ID, current Office/School ID, or valid Passport); and

  4. Original and photocopy of Birth Certificate of the applicant authenticated by National Statistics Office (NSO).

  5. Original and photocopy of Birth Certificate of the Veteran authenticated by the NSO or the Local Civil Registrar (LCR);

  6. Original and photocopy of Marriage Contract of the Veteran authenticated by the NSO or the LCR;

  7. Affidavit of Waiver to be executed by the Veteran only if still alive; OR Joint Affidavit of Waiver by the veteran’s surviving spouse and other children, if the veteran is deceased;

  8. Original and photocopy of Death Certificate of the veteran, if deceased;

  9. Original and photocopy of Marriage Contract of the Applicant authenticated by the NSO (if the applicant is either the spouse or a female married child of the veteran);

  10. Official Transcript of Record of the applicant (authenticated copy);

  11. Original and Photocopy of the Report of Rating in the CS examination where the VPR shall be applied; and

  12. Verification Slip of the applicant’s examination result/rating (issued by CSC-IRMO).



Other Requirements:
  1. Authorization letter executed by the applicant (if the filing of application is being facilitated by the applicant’s representative) together with original and photocopy of valid ID of the applicant and of the representative;

  2. Original/authenticated copy and photocopy of the following (if the applicant’s name has been changed, or has discrepancy with the name of the veteran):

    2.1  

    Order/Resolution/Decision issued by the CSC or the Court on the correction of name of the applicant; and

    2.2

    Affidavit/s used/presented to support the CSC/Court order on the correction of name of the applicant (may be executed by the applicant, or other disinterested parties).

  3. Other documents as may be deemed necessary upon evaluation of the VPR application.

VII. APPLICATION FEE

The following fees shall be collected for the issuance of the VPR Certificate of Eligibility:

  1. Verification fee - P 50.00
  2. Application fee - 150.00

VIII. GUIDELINES AND PROCEDURES IN FILING, ACCEPTANCE, AND PROCESSING
        OF VPR APPLICATIONS

  1. Application Form (CS Form No. 101-A Revised 2005) is available at any CSC Regional or Field Office, or may be downloaded from the CSC website www.csc.gov.ph.

  2. Applicant/requesting party shall submit directly to the CSC Central Office, through ERPO, the application for VPR. The Civil Service Commission Regional Offices (CSCROs) may also receive applications for VPR and the documentary requirements in accordance with CSC Office Memorandum No. 61, s. 2005.

  3. Upon receipt of VPR application (CSC form and PVAO form), ERPO shall evaluate the completeness and correctness of all the information indicated by the applicant in the VPR application including the documentary requirements. If application is not complete, the applicant shall be advised to comply with the lacking requirements.

  4. If application is complete, ERPO shall officially request from PVAO validation of the veteran status of the applicant (if applicant is the veteran himself) or of the applicant’s counterpart veteran (if applicant is the veteran’s spouse, or any one of the veteran’s children). Correspondingly, the PVAO shall issue to the CSC the certification on the veteran status of the veteran/s specifically mentioned in the request of CSC.

  5. D.1

    The CSC-ERPO shall have the sole/exclusive responsibility to transmit to PVAO official request for validation of veteran status concerning VPR applications.

    D.2

    No application or request for veteran status shall be entertained by the PVAO, except those officially indorsed or requested by the CSC through its authorized officials

    D.3

    PVAO’s participation in the processing of VPR applications shall be limited to the issuance of authenticated documents necessary in the determination by the CSC of the veteran status, as follows:

        D.3.1  Military Service Record of the Veteran;

        D.3.2  Latest Proof of Benefits Received by the Veteran; and

        D.3.3  Certification on the Veteran Status.

  6. Upon validation, PVAO shall officially issue a certification on the veteran status. This validation document shall be transmitted by PVAO to the CSC-ERPO for the latter’s appropriate action on the grant of the VPR to the applicant.

  7. Applicants qualified for the VPR grant shall be issued the corresponding Certificate of Eligibility upon payment of P150 application fee. The VPR grantee shall be required to appear personally before the ERPO for the proper acceptance of the Certificate of Eligibility.

  8. Should the applicant be found not qualified for the VPR grant, he/she shall be advised accordingly.
