| General Information on the Online CSE-CAT Application Reservation System (OCARS) | ||||
Overview |
||||
Applying for the Career Service Examination - Computer-Assisted Test (CSE-CAT) has taken a new turn. Instead of lining up to get their application forms filed and processed, applicants need only to log on to the CSC website via internet and use the Online CSE-CAT Application Reservation System (OCARS) to request for an appointment date for the actual filing and processing of their respective Application Forms (CS Form No. 100, Revised 2008). |

ERPO Advisory on Examination Schedule for CSE-CAT and the OCARS |
||||
The Examination, Recruitment and Placement Office (ERPO) issues a web-based Advisory every third Monday of the last month of a given quarter (or in March, June, September and December) announcing the examination schedules for CSE-CAT for the next quarter, as well as the opening of the OCARS to accept application reservations. Needless to say, the availability of and the acceptance of application reservations using the OCARS coincide with the posting of the CSE-CAT schedule, since the hyperlink to the OCARS’ User Interface is found in the body of the said advisory. |

Number of Seats per CSE-CAT Schedule |
||||
The CSE-CAT Room can accommodate up to an average number of thirty-five (35) examinees per schedule. To ensure order in the filing and processing of application forms, the OCARS is designed to accept a number of application reservations on a quarterly basis. This number would then be distributed among the examination schedules for a given quarter. Once the quota is reached, the system will no longer accept any application reservation, and instead would advise applicants to try again on the next posting of examination schedules. |

How to Use the OCARS |
||||
As mentioned above, the hyperlink to the OCARS is included in the body of the ERPO Advisory to CSE-CAT Applicants; hence, the OCARS is only available when there is posting of examination schedules for CSE-CAT (Par.2), or as the need arises (see Par. 8b) and would not be available in this General Information. The procedure in using the OCARS is, as follows: |

| 1. | The CSE-CAT applicant should log on to the CSC website (www.csc.gov.ph) or may click on the following link: http://www.csc.gov.ph/cscweb/cscweb.html, to go directly to the CSC Homepage; |
|||
| 2. | At the CSC Homepage, he/she should look for ERPO Advisory addressed to all CSE-CAT Applicants, which will provide the hyperlink to the OCARS’ User Interface and click on the same; |
|||
| 3. | The system would require the applicant to key-in the following personal information on the blank fields, based on example provided for each blank fields: |
|||
| a. | Complete Name (Last Name, First Name, Middle Name and Middle Initial) |
|||
ATTENTION: Use asterisk (*) if no Middle Name |
||||
| b. | Complete Maiden Name (for Married Women) |
|||
| c. | Place and Date of Birth |
|||
| d. | Sex and Civil Status |
|||
| e. | Level of Examination |
|||
| f. | Email Address ** |
|||
| g. | Verification Code |
|||
NOTE: (**) Make sure that the provided email address is correct, current and active. Failed email delivery due either to wrong encoding, or invalid or inactive email account would automatically remove your appointment request from the system to give way to others. |

| 4. | As soon as the "Submit" button is clicked, a confirmation that the data submitted had been accepted shall appear on screen. Applicant should read the message, print a copy of the same, and open his/her email account from time to time for ERPO’s reply email. |
|||
Checking of Personal Data against Examination Databases |
||||
The provided personal data shall be checked against the ERPO examination databases to determine the applicant’s examination history. In the event that an applicant is disqualified to take the CSE-CAT, an email message shall be sent to the applicant stating therein the reason(s) for the disqualification. Thereafter, the appointment reservation shall be deleted from the system to give way to other applicants. |

The possible reasons for disqualifications may be as follows: |
||||
| 1. | Applicant has been convicted by final judgment of an offense or crime involving moral turpitude; |
|||
| 2. | Applicant has been dishonorably discharged from military service or dismissed for cause from any civilian position in the government; |
|||
| 3. | Applicant is taking the same level of CSE within the prohibitive period of three (3) months; |
|||
| 4. | Applicant will be taking the same level of CSE, without a gap of two years, after failing it for the fourth time; and |
|||
| 5. | Applicant is below eighteen (18) years of age. |
|||
Actual Filing Dates |
||||
Qualified CSE-CAT applicants will
receive an email with “Schedule of Appearance” as subject
matter. The same copy of the email may also be accessed anytime
during the prescribed reply period using the following link: OCARS
- Check Schedule of Appearance. Included in the said
email are the actual filing date and time for the processing of their
application forms (CS
Form No. 100, Revised 2008), and the applicants Reference
Number. Only those who will receive their respective
Schedule of Appearance (SOA) and confirm their
availability are expected to be present during their respective filing
and processing date. In the event that the filing date be
declared a holiday, qualified applicants are requested to check on
any posted advisory for their new schedule of appearance. |

Confirmation of Reservation and Availability |
||||
All qualified CSE-CAT applicants
who will receive their respective SOA (via email or via website) are
required to confirm their application reservation and their attendance on
the designated date of personal appearance. The link to the
confirmation webpage can be found in the body of the said email or it can
be accessed in the CSC website thru this link: OCARS
- Check Schedule of Appearance. Failure to give a confirmation would mean that the applicant is waiving his/her right over the slot and further agrees to have his/her record deleted for the said schedule to give way to others. |

IMPORTANT: There are some free email account providers (like Yahoo Mail), which would treat our email notice as spam mail. Applicant should check also their Spam or Junk Mail folder for the email notice. |
||||
Closing of Link to the OCARS |
||||
As soon as the quota for the CSE-CAT is reached, the OCARS shall be temporarily disabled and will re-open only when: |
||||
| a. | the ERPO Advisory on the next examination schedule is posted; or |
|||
| b. | there is a need to fill up gaps in the quota caused by either the deletion of records from the OCARS’s database of all disqualified applicants, and/or those who have confirmed their unavailability during the filing date, or the non-appearance of qualified applicants during their scheduled filing date. In this case, the ERPO Advisory may be issued any day within a given month or quarter. |

We advise all CSE-CAT applicants concerned to visit the CSC Website (www.csc.gov.ph) from time to time for any new Advisory on the CSE-CAT and/or the re-opening of the OCARS. |

Other Important Reminders |
||||
| 1. | Reply email will be sent to all applicants concerned within ten (10) working days. They should check their email address from time to time. |
|||
| 2. | Applicants may click the
following link: Check
Schedule of Appearance to check status of their application. This link is also available in the Examination webpage of the CSC website. |
|||
| 3. | Applicants should also their junk or spam folder or filter for the reply email from the ERPO-Examination Administration Division. |
|||
| 4. | Applicants should ensure that the email address provided is correct, updated and as much as possible, his or her personal email account. |
|||
| 5. | The OCARS is available only for applicants who wish to take the CSE-CAT at the CSC - Central Office (IBP Road, Batasan Hills, Quezon City [View Map]). |
|||
| 6. | Reservation made using the Online CSE-CAT Application Reservation System is non-transferrable. |
|||
| 7. | Applicants are encouraged to print a copy of the advisory for reference. |
