are initial critical steps forward to gain or regain public trust |
Among others, one focus of bureaucratic reforms is opening public service and providing access to people as it indicates the commitment of government for greater accountability and a mechanism in strengthening its integrity. Composed of 1.4 million civil servants, the civil service is the single biggest assembly of the working population with its sphere of influence unequaled in terms of the potential to do good to the country. Bringing pubic services closer to the people and allowing the people to be heard are initial critical steps forward to gain or regain public trust.

The CSC role is pivotal in promoting morale, efficiency,
integrity, responsiveness, progressiveness and courtesy in government |
As the central personnel agency of the government, the Civil Service Commission (CSC) is mandated by the Philippine Constitution to promote morale, efficiency, integrity, responsiveness, progressiveness, and courtesy in the service. Under Executive Order 292, the CSC shall: |
“Promulgate policies, standards and guidelines for the Civil Service and adopt plans and programs to promote economical, efficient and
effective personnel administration in the government.” |
A bureaucracy that is MERCI-ful |
In support of the CSC mandate, the critical concern to advance public service is to regain integrity, service beyond reproach and openness in government. The aim is to build a civil service that is full of MERCI – Moral, Efficient, Responsive, Courteous and with Integrity. |
Networking with these organized sectors and
stakeholders who are strategic allies in the anti-red tape campaign is essential |
| As the lead agency in the Anti-Red Tape program of the government, the CSC is responsible in formulating the implementing rules and regulations containing the standards and mechanisms to improve public service delivery notably frontline service operations. To be introduced as one of the main anti-red tape mechanisms is the Report Card. The Report Card is a barometer of performance or underperformance of government agencies with the active participation of sectoral groups and organized stakeholders providing feedback or score card. Substantially, the success of the anti-red tape program is hinged on the serious implementation of the program by government offices and the support provided by key organized sectors and agencies’ stakeholders. Networking with these organized sectors and stakeholders who are strategic allies in the anti-red tape campaign is essential. |
The PSUs as a whole shall becomethe “eyes” and “ears” of their agencies |
One of the most important functions of the CSC which is exercised by the Personnel Relations Office (PRO) is to ensure the development of responsible public sector unionism and responsive management through an intensified education and information campaign. Public Sector Unions (PSUs) which are the organized associations in government are first and foremost civil servants and government stakeholders. Having a direct stake on how government agencies are performing, the PSUs as a whole shall become the “eyes” and “ears” of their agencies and the CSC in seeing to it that public service is delivered well and on time. On top of this, given the breadth of experience and capacity of the PRO in the overall management of public sector unions, specifically in organizing PSUs through union registration and accreditation, the same shall be harnessed in organizing bureaucracy-wide stakeholders. |

| The bureaucracy is subdivided into four (4) sectors: national government agencies (NGAs), government owned and controlled corporations and government financial institutions (GOCCs/GFIs), local government units (LGUs) and state universities and colleges (SUCs). Encompassed in all these agencies are their respective constituencies and stakeholders. The role of the CSC is to deal with these myriad government stakeholders in a more unified and organized way to ensure that the voice of the people are heard and their needs are responded to more effectively. On the whole, this is “MERCI” exemplified, the very mandate the CSC is sworn to do. |
