Venue to articulate stakeholders’ interest and air grievance

The CSC provides a venue for agency stakeholders to articulate their interests and/or air their grievance.  The vehicle is the Bayan Talk.

To be set up by the CSC are the mechanisms and the basic requirements for the dialogue.
Regular schedule of meetings or consultations

Regular schedule of meetings or consultations shall be held for the stakeholders to communicate concerns. 

Agency calendar of activities for the Bayan Talk

More concretely, agencies shall produce a calendar of activities for the Bayan Talk to cover all possible stakeholders.

There are two (2) ways of undertaking this:

  • Dyads:  The CSC organizes a dialogue with the concerned stakeholders or set of stakeholders to discuss issues and concerns.
  • Triads:   The CSC organizes a dialogue with stakeholders and the government agency concerned to discuss issues and concerns.

Motivated and Trained Personnel as Advocate and Convenor

The CSC shall provide motivated and trained personnel to advocate, convene and sustain the dialogue and help monitor action covenants, and resolve conflicts. 

Beefing up CSC capacity and tapping HR of agencies

Apart from beefing up the internal capacity of CSC-PRO and its regional counterparts, the CSC shall tap the human resources of government agencies (initially coming from the target agencies and later the NGAs and the LGUs) as trained advocate and convenor. 

Private sector support is crucial
The support from the private sector is also important to sustain the efforts for the Bayan Talk.
Constructive and Supporting Role of Public Sector Unions (PSUs) as “Agency Stewards”
Public sector unions (PSUs) have a constructive and supporting role as part of the agency side in the Bayan Talk.  They shall assist the agency in coming out with options and solutions to many of the issues and concerns raised in the Bayan Talk.  
In case one of these issues involves a complaint about union member/s, the CSC shall inform the concerned union president in writing.  As a steward, the union president holds a counseling session with the union member/s complained about.
The CSC shall assist and follow up progress directly from the union president on the counseling and/or agreements made, if any.
