The Civil Service Commission (CSC) announces that nominations to the 2019 Search for Outstanding Government workers may now be submitted to the CSC’s provincial and regional offices. The annual Search forms part of CSC’s Honor Awards Program (HAP). The awards to be given out are the highest and most coveted recognition given by the government to individuals or group of individuals who have excelled or shown utmost dedication and commitment in public service.

All government workers in the career and non-career service including appointive barangay may be nominated. Employees who are under job order or contract of service are excluded from the coverage of the program.

The three award categories under the Search are the Presidential Lingkod Bayan, Outstanding Public Officials and Employees or the Dangal ng Bayan, and CSC Pagasa.

The Career Service Examination, Pen and Paper Test (CSE-PPT) for Professional and Subprofessional levels for the first half of 2019 is scheduled on March 17, 2019, the Civil Service Commission (CSC) announced. Filing of applications will start from December 17, 2018 to January 16, 2019.

The CSE-PPT is open to Filipino citizens, regardless of educational attainment, who are at least 18 years old at the time of filing of application, and have not taken the same level of examination within three months before the date of examination.

Leaders today are urged to be authentic—genuine with their thoughts and acts, and uphold beliefs that promote the welfare of the organization ahead of their own interests. They lead with their heart and are always in pursuit of the organization’s vision and mission.

To know the positive implications of authentic leadership on an organization, the Civil Service Commission (CSC) has invited local and international thought leaders to discuss said topic in its 4th Quarter Civil Service Institute (CSI) Leadership Series 2018 on November 21, 2018 at the CSC Resource Center, Quezon City.   

The CSI invites government leaders to this final offering of CSI Leadership Series for 2018 to discover how being genuine, fair-minded, and more importantly how knowing themselves would impact the fulfillment of their roles as stewards of their organization’s success. The event will also help leaders become servant heroes, leading with efficiency and effectiveness, and championing values-driven practices and decisions.

The Civil Service Commission (CSC), Commission on Audit (COA), and Department of Budget and Management issued Joint Circular No. 1, series of 2018 allowing government agencies to engage the services of new Job Order (JO) and Contract of Service (COS) workers and renew existing contracts of JO and COS workers until December 31, 2020.  The transitory period was extended in order not to impair the delivery of public service. 

The Joint Circular also provides that effective January 1, 2019 the payment of services rendered by JO and COS workers shall be equivalent to the daily wage of comparable positions in government and a premium of up to 20%.  The premium payment may be paid monthly, in lump sum or in tranches (i.e. mid-year or year-end payments), as may be stated in the agreement or contract with the agency.

The Civil Service Commission (CSC) has announced the schedule of civil service examinations to be conducted in 2019 via the Pen and Paper mode.

The CSC, through its regional offices nationwide, will administer four types of eligibility examinations with the following schedule—Career Service Examination for Foreign Service Officer (CSE-FSO)–Jan. 27; Career Service Examination, Pen and Paper Test (CSE-PPT) for Professional and Subprofessional levels–Mar. 17 and Aug. 4; and Basic Competency on Local Treasury Examination (BCLTE)–June 23.

Non-eligibility examinations will also be conducted namely, Intermediate Competency on Local Treasury Examination (ICLTE)–Oct. 13; and Pre-Employment Test, Promotional Test, and Ethics Oriented Personality Test (EOPT)–June 23 and Oct. 13.
